good afternoon. topping our news a powerful late winter storm is slamming the bay area, dumping heavy rains, triggering a tornado warning for the peninsula and forming a funnel cloud in the bay area. a funnel cloud ripped off a section of roof from a landscaping business. the micro burst sent the building's tin roof flying and it landd in an adjacent residential neighborhood. we have live team coverage this afternoon with news crews uncovering the impact of this up stable and severe -- unstable and severe weather. >> it takes a few hours to get

out there to santa rosa and investigate the situation. they have not confirmed whether or not we, in fact, saw a tornado. maybe more of a down burst that comes with heavy rain or hail sort of dropping like a very heavy cold balloon when it hits the ground and the wind spread out. we will continue to track the latest on that. storm tracker showing you that we have very active weather over the area this morning and afternoon. and continuing through the second half of the day. we stop and show you the very latest. we are seeing still some very moderate and heavy rain. earlier today, we saw a tornado warning go out for the san mateo county area. the national weather service did see signatures on the radar indicating possibilities thereof. they did issue that. a warning expired at 11:30 and at this time, areas right around south san francisco milbrae, burlingame, we do have wind continuing to blow. the wind is blowing pretty

good, gusting to 30. san francisco airport reported gusts to 34 miles per hour. we are far from seeing this overjust yet. some of the heavier rain remains right over the area into richmond and berkeley. you will find this along i-80. it's going to be a very, very tough drive. berkeley seeing some moderate rain and it's just off to the east. very, very heavy here near the martinez areabenicia seeing some very heavy rain. this is heading towards concord. martinez seeing some pretty heavy rain. by 12:15 or so. and down into areas near -- let's see if i can move this a little pit farther to see if we can pick upconcord. so this continues to push off to the east. we are watching a few cells move northeast but in general, this storm is pushing off southeast and by the afternoon, we could see some pretty heavy

rain over areas right around san jose and continuing south and east. we are tracking this for you. we'll bring you the very latest coming up. what you can expect for your friday. we do expect to weather through the weekend. >> and just to confirm shall the tornado warning has now expired? >> it has expired. >> thank you. >> so far this morning, the heaviest rain has come down in the north bay. that's where ktvu's kraig debro is there right now to tell us what is going on. good afternoon. >> good afternoon. just about everywhere you look here, you're going to see some kind of ponding. look at that. drives may be going a little too fast through there to be safe. this afternoon is all hands on deck through the bay area. there is a high surf, high wind advisory, high advisory. there is a tornado watch in effect here in the bay area. the effect the weather is having on people is predictable. no matter how prepared one is for the weather. there are always those who seem

to be crouched over and scurrying the way we do when it rains hard, whether we have an umbrella or not. check out this hand some couple here north of the golden gate brim. two pigeons crowding next to one another in the shelter of an overhang. a power line cut in half at 8:50 in the morning in marin. the result, 250 customers in the area are without power and that includes the marin county jail next door. this accounts for a third of the customers without power. pg&e says that the power will be restored in marin but not until 10:00 p.m. dark clouds like this promised more when we got an occasional break from the rain. but people here are being prepared. but being prepared does not mean that we manage it well.

a power outage was caused in marinda after a driver slammed into a pole. now to the east bay. jade hernandez is now live from orinda where they had power outage problems. how is it looking? >> we've experienced strong, heavy winds and rain. we can even show you right here the waters collecting along the roadways this afternoon. now, our crews have been traveling all over the east bay to cover this storm. first up, right here in orinda, that is where 350 residents are experiencing a power outage. i want you to take a look at this video this afternoon. you can see it happened in orinda overnight. there was a power outage due to an overnight accident caused by the rain. more than 300 people are without power. pg&e says that the car veered and crashed into a tree which took down a power pole near

marin and gloria boulevard west of highway 24. pg&e hopes to have power restored by 6:00 tonight. we are just hearing reports of heavy hail at 580 and keller. that's in oakland. the rain was coming down so strong about an hour ago when we drove through. they are on the freeway and various streets. in san francisco, we caught walkers trying to deal with the heavy wind. cameras caught these pictures in california and new montgomery a couple of hours ago. and we are live in orenda this afternoon. strong, heavy rain. there is a lot of water collecting along the roadway. we'll continue our team coverage later on tonight. reporting live from orinda, jade hernandez, ktvu channel 2 news . >> thank you, jade. this morning's storm forced the closures of some schools in

salmon elementary and charter creek school when they lost electricity. the two schools are at the same address on bohemian way and ox occidental. and a man was killed when his suv flipped over. he was driving on southbound 880 to highway 338. he lost control. the truck hit the tree and jacknifed. the accident is still block that go connector ramp today, japan increased the alert level of its nuclear. it puts the japanese nuclear incident at the same level as the 1979 three-mile island disaster in pennsylvania. firetrucks sprayed water on overheated reactor.

minute levels of radioactiveivity have been found here. but officials say there is no health concerns. even though it sees little danger, the environmental protection agency says it will continue to monitor radiation levels. >> our models are based on the best available information that we have. if conditions were to cheng, we would look at the changing conditions and revise those estimates. >> nuclear scientists say that any radiation heading over here from japan would be heavily diluted and would not be any greater than the radiation you might get when flying in a plane. it has now been one week since the disastrous quake rocked japan followed by the deadly tsunami. survivors all across japan

marked this tragedy with a moment of silence. the death toll from the japanese quake and tsunami disaster keeps climbing to disastrous level. more than 6900 people are confirmed dead and more than 10,000 are still listed as missing. libyan leader muammar qaddafi declared a cease-fire just hours ago after the u.n. approved the enforcement of a no-fly zone but there is word that mr. qaddafi -- that qaddafi forces may still be firing on rebels. people in libya celebrated after the u.n. security council passed the resolution last night. just moments ago, president obama held a press conference to say that the terms of the resolution are not negotiable and that colonel qaddafi must stop attacking his own citizens. >> if qaddafi does not comply with the resolution, the international community will

the rain is triggering traffic problems as well. a major accident on highway 820 at 580 in oakland. and suv and a sedan collided on the rain-slick ened roadway causing the suv to roll over. one person was taken to an ambulance to a nearby hospital. traffic on 880 backed up for miles. there are lots of other traffic problems out there. check out ktvu's traffic map for the latest. the data breaker will have a new sponsor when people line up to run this year and next.

morning. i want to reiterate that that has been allowed to expire, according to the national weather service but i put the last rate on radar. the line of heavy rain here is continuing to move offshore and continuing to the south. strong winds, and picking up some pretty good amounts of rain. san jose reporting winds to 15 miles per hour. gusts to 25 and 30 at times. we even watched the gusts pick up to 40. areas seeing, that san francisco i can't national airport reporting gusts to 40 miles per hour earlier today. again, continuing to track again this line of rain. we are not expecting anything like we saw about an hour ago. but we will continue to see some pretty heavy downpours, the possibility of a thunderstorm right about 12:23. looks like mountain view will see pretty good rain.

st. thomas, san tomas, i should say, around 12:30. we will see scattered showers. once this moves through, we are looking at very heavy rain. the north bay two see one to two inches. notice by 1:00 how fast this is moving out. we are seeing moderate, even heavy rain falling. san jose beginning to really get it by about 1:00 and 3:00 and 4:00, it tapers off. we'll continue with the breezy conditions, and the scattered showers. the worst of it is moving through as we speak. it happened earlier today. the national water service will be investigating the possibility of tornadic activity over the santa rosa area and we'll bring you the latest this afternoon on our newscast. >> meanwhile for today, we continue in the 50s, low sixties.

2 borders is closing more stores across the country, including one here in mallpiddas. the company is closing another 1222 stores. that will leave it with 7 of its 21 bay area stores open by the 1st of june. general motors is shutting down its truck building plant in louisiana because it can't
